Shape the Future of IIAS: Vote for the Next President

The International Institute of Administrative Sciences (IIAS) is preparing for a important moment in its governance: the election of its next President for the 2025–2028 term. 

With the recent withdrawal of Geraldine Fraser-Moleketi, the election now moves forward with two highly respected candidates, each presenting a clear vision for the future of IIAS.

The hearings, held in February 2025, are available to all members. We encourage the IIAS community to revisit these presentations and reflect on the diverse perspectives, priorities, and leadership styles put forward by each nominee.

This process is an opportunity for members to meaningfully engage in shaping the direction of IIAS as it advances its mission to improve public governance through research, education, and practice. The election will take place during the Extraordinary General Assembly on 3 June 2025, and only members who have settled their 2024 membership contributions will be eligible to participate in this important decision.

🇦🇹 Alexander Balthasar

Full Professor and Co-Director at Sigmund Freud Private University and Legal Advisor to the Austrian Ministry of Defence. Prof. Dr. Balthasar has held senior roles in the Austrian Federal Chancellery, served as Head of the Institute for State Organisation and Administrative Reform, and represented Austria in several European and international bodies. A scholar with over three decades of public service and academic experience, he has published extensively on constitutional law, administrative reform, and democratic governance. Since 2022, he has served as Vice President of IIAS for Western Europe.


🇮🇳 Voruganti Srinivas
Secretary to the Government of India at the Department of Administrative Reforms and Public Grievances and the Department of Pension and Pensioners’ Welfare, within the Ministry of Personnel, Public Grievances and Pensions. A member of the Indian Administrative Service (IAS) since 1989, he brings over 36 years of experience, including 21 years in the Government of India and 14 years in the Government of Rajasthan. His international experience includes serving as Advisor to the Executive Director (India) at the International Monetary Fund in Washington, DC, and representing India in organizations such as the International Cotton Advisory Committee and the International Institute of Administrative Sciences in Brussels. He has also held prominent leadership roles as Director General of the National Archives of India, Director General of the National Centre for Good Governance (NCGG), Chairman of the Board of Revenue for Rajasthan, and Chairman of the Rajasthan Tax Board.

The first month of Voruganti Srinivas's (India) presidency at the International Institute of Administrative Sciences (IIAS) has been marked by an intense agenda focused on building a more united, innovative, and globally connected institution. Since his election on June 3, Srinivas, who also serves as Secretary of India's Department of Administrative Reforms and Public Grievances (DARPG), has demonstrated a strong commitment to dialogue and collaboration, laying the groundwork for his tenure.

The International Institute of Administrative Sciences (IIAS) invites the Co-Chairs of the EGPA Permanent Study Groups (PSG) to a pivotal meeting on July 2, 2025, aimed at launching a renewed, open, and forward-looking dialogue between IIAS and EGPA.
